I really like the way you distinguish between a dashboard and scorecard. This one of the many areas of confusion of the topic of displaying measures. I would argue that your reference that "a scorecard is a performance management system." I think it is an important part. I am probably over-sensitive because my belief is enterprise performance management is being defined too narrowly in the marketplace.
